As co-leaders, Michael and Les are tasked with the responsibility to guide the health law practice group’s research and marketing initiatives, assist with client contacts and representation, coordinate the group’s legal focus and otherwise work closely with the Managing Members regarding health law matters.

Michael had over three decades of experience successfully representing both the government and private health care providers in health care matters and has an in-depth understanding of regulatory affairs and health care reform. He worked at the Department of Health and Human Services for many years before moving into private practice, where he advised national health care providers, including long term acute care (LTAC) facilities and other nursing facilities. Michael has represented clients in such areas as reimbursement counseling and disputes under the Medicare and Medicaid programs, audits, litigation, fraud and abuse counseling, investigations and compliance issues (including development of compliance programs), network development and managed care contracting for post acute entities, preparation of comments and negotiations on significant rulemaking actions, serving as regulatory counsel in complex and significant transactions and acquisitions, crisis management situations, survey and enforcement, licensing and certificate of need, quality improvement, patient care, and privacy issues.

In addition, Michael has lectured extensively to a variety of industry groups, such as the American Health Lawyers Association, the Healthcare Financial Management Association, the American Health Care Association, the American Association of Homes and Services for the Aging, the National Subacute Care Association, the Assisted Living Federation of America, the American Hospital Association, the American College of Health Care Administrators, the American Medical Directors Association, the National Association for the Support of Long Term Care on a variety of health law topics.

Les has significant experience assisting clients navigate the regulatory, compliance and business issues facing health care providers. Les’s practice areas include handling Medicare & Medicaid appeals, health program participation and compliance, Stark and Anti-kickback Statute compliance, state self-referral prohibitions and other regulatory issues a client may face. He assists clients with operational and business issues involving hospital/medical staff relations, licensure and credentialing, health care contracting issues, mergers and acquisitions, antitrust concerns, joint ventures, and practice formation and restructuring.

Moreover, Les lectures frequently on regulatory compliance, fraud & abuse, and business issues facing health care providers. He was named a 2006 Health Care Hero by New Orleans City Business Magazine, and was also recognized by the Gillis Long Poverty Law Center for his work to help open the Lower 9th Ward Health Clinic, a free clinic opened in early 2006 in New Orleans’ flood-ravaged Lower 9th Ward neighborhood.

         Mr. Liles represents health care providers across the nation. He focuses his practice on healthcare compliance, large Medicare overpayment defense and regulatory matters.  Before entering private practice, he served as Deputy Director for Legal Programs at the U.S. Department of Justice, Executive Office for United States Attorneys. Additionally, he was detailed to the Executive Office for United States Attorneys (EOUSA) in Washington, D.C. as its first National Health Care Fraud Coordinator.

         Mr. Everitt is a nationally-recognized Healthcare Compliance Officer, whose work includes assessing hundreds of medical practices and facilities, implementing Corporate Integrity Agreements and OSHA compliance training.  He has authored several compliance books and is credited with the definitive guide on OHSA for medical practices.  Mr. Eveirtt serves as president of The Compliance Division, L.L.C.  He has spent the last 25 years developing and managing corporate compliance programs and shares his talents as an Adjunct Lecturer and Preceptor for Trinity University’s Health Care Administration Graduate Studies department. Like our old office, Liles Parker’s new office is conveniently located and is approximately 5 minutes from the Houston Intercontinental Airport.  Over the past year, Mr. Schneider has broadened the scope of cases handled out of our Houston office and has greatly contributed to the Firm’s success. Mr. Schneider is an experienced administrative attorney and is well-versed in litigation matters as well.  Serving as the Assistant District Attorney in Galveston, Texas, he tried a number of felony criminal cases, gaining valuable real-world trial experience along the way.  Mr. Schneider currently serves as City Attorney for a number of towns and cities around Texas, providing legal guidance on a number of administrative and contractual issues. In this arena, Mr. Schneider drafts and reviews contracts, monitors guidance and statements issues by city authorities, evaluates bidding and purchasing processes on construction projects and assists municipalities with the purchase of real estate. Additionally, Mr. Schneider represents cities in connection with law suits brought against them or suits they are pursuing. “By creating the Independent Payment Advisory Board (IPAB) as part of the health care reform process, Congress attempted to impose fiscal discipline upon itself by creating limits on the amount of spending under the Medicare program, and by removing the process for meeting those targets from its domain. Each year beginning in 2013, the Chief Actuary of the Centers for Medicare and Medicaid Services will compare the projected average per capita increase in Medicare spending against a target. If the Chief Actuary finds that spending is projected to exceed the target, the IPAB – an independent board – is charged with developing a proposal that will be implemented automatically beginning in January 2015, unless Congress, through an expedited process and super majority vote, either overrides the process or votes in 2017 to disband the board in 2020. This article provides a detailed description and analysis of the provisions that create the IPAB, the process on how it will operate, and the implications of this extremely controversial body.” Michael H.
